Jeff "shakes hands" with Ellis Arnall, Georgia Governor, 1940-1944. A progressive Democrat, he lowered to 18 both the voting age and the drinking age. Gov. Arnall's rationale was, if 18 year olds can be drafted to fight for our country, they should be able to vote and have a beer. After running for re-election in 1966 and losing, he concentrated on building one of our country's great law firms, Arnall, Goldman, and Gregory.
